On the afternoon of July 3, 2026, led by Mr. Fan Ziping of the Zhongyuan Association in Singapore, a delegation from the Zhongyuan Association, consisting of the association’s president and other members, accepted a warm invitation from Mr. Qiao Quansheng, CEO and Board Director of Surbana Jurong, to visit and exchange views at the Surbana Jurong headquarters, SJ Campus, located at CleanTech Loop.
SJ Campus is not only a modern office complex but also a tangible embodiment of Surbana Jurong’s philosophy of “Collaboration and Excellence”—a hub of ideas that brings together urban planning, infrastructure engineering, and sustainable innovation. This visit was a practical initiative by the Singapore Centaline Association to broaden its horizons and deepen its ties with leading local companies.
Expanding from Singapore to 44 countries worldwide
SJ Group is a diversified urban development and engineering consulting group under Singapore’s Temasek, with a history spanning more than 75 years. It comprises 10 member firms, including Surbana Jurong, SMEC, AETOS, Robert Bird Group, and B+H Architects, with operations in 133 cities across 44 countries and a global workforce of over 15,000 employees.
It is worth noting that the origins of Surbana Jurong’s team can be traced back to the 1960s—the Singapore Housing Development Board Design Institute and the Jurong International Design Institute, established during the period when Prime Minister Lee Kuan Yew was promoting the “Housing for All” public housing initiative and the planning of the Jurong Industrial Estate, were the predecessors of Surbana Jurong. To this day, approximately 70 to 80 percent of Singapore’s public housing estates are still designed and planned by this team. As Temasek’s sole design consultancy, Surbana Jurong underwent a privatization and restructuring process, formally establishing itself as a corporate entity in 2015. Between 2015 and 2022, the group expanded its international footprint through a series of global acquisitions. Starting in 2024, the group officially adopted “SJ Surbana Jurong” as its unified brand, consolidating more than a dozen previous sub-brands.
In terms of team composition, Surbana Jurong currently has approximately 30% female employees from 110 different nationalities, with about 50% of its workforce based at its Singapore headquarters. Its professional team includes 850 architects and designers, 4,000 engineers, 500 project managers, and 300 cost engineers. The Group also wholly owns Aetos, an armed security services provider and one of the few professional security teams in Singapore licensed to carry firearms. Its services cover specialized scenarios such as private bodyguard services and bank cash-in-transit operations.
The Group’s business spans four major sectors: Architecture + Urban Planning (B+C), Infrastructure + Energy (I+E), Integrated Solutions, and Project Management. From urban residential planning to high-speed rail hub design, and from zero-carbon industrial parks to smart metro systems, SJ continues to transform forward-thinking concepts into tangible results. In 2025, the Group ranked 24th on ENR’s list of the World’s Top 225 Design Firms, 14th on WA100’s list of the World’s Top Architectural Firms, and was named to *Fortune*’s Southeast Asia 500 list.

Step into SJ Campus and experience the power of urban construction
On the day of the visit, Surbana Jurong welcomed the Zhongyuan Association delegation with high-level hospitality. Mr. Qiao Quansheng, CEO and Board Director of Surbana Jurong, personally presided over the event and led his team in providing an in-depth presentation on the group’s development strategy, flagship projects, and future plans.
SJ Campus consists of 10 standalone buildings connected by a curved walkway that is open to the public 24 hours a day, year-round. Surrounding facilities, such as restaurants, a gym, and a childcare center, are also open to the public. The campus was developed by the Group in collaboration with Canadian architect Moshe Safdie—who designed Marina Bay Sands and Jewel Changi—and was officially opened in 2024 by then-Deputy Prime Minister (and current Prime Minister) Huang Xuncai.
During the visit, the Zhongyuan Association delegation gained an in-depth understanding of Surbana Jurong’s major achievements in the Chinese market: the Ordos Zero-Carbon Industrial Park, Huawei’s Qingpu Lianqiu Lake R&D Center (with a total floor area of 1.61 million square meters), the Shanghai Oriental Hub (with a total investment of 150 billion yuan), Tencent’s Shenzhen Headquarters ESG Project (with a total investment of 31.9 billion yuan), and the “Cloud Aviation World” urban design for Guangzhou Baiyun Airport (first place in the international competition). These projects fully demonstrate Surbana’s strength and influence as a platform for exporting Singapore’s smart solutions.
In addition, projects such as the Xi’an Jinfang Business City and the Shenzhen Natural History Museum—which is set to open on July 26—are also being implemented one after another. In Singapore, Surbana Jurong has been responsible for approximately 75% of the MRT and MRT station designs. It designed Terminals 2 and 4 at Changi Airport, and is currently designing Terminal 5 (T5), which will be larger than Terminals 1 through 4 combined and is expected to begin operations between 2030 and 2033.
From Professional Exchange to Consensus on Cooperation
The roundtable discussion, which covered topics ranging from professional exchange to collaborative consensus, was moderated by CEO Qiao Quansheng. Ms. Weng Yingying, Chief Talent and Culture Officer of Surbana Jurong, and Mr. Zhang Shilong, Senior Executive Director of the Digital Technology Division, also attended the session. The two sides engaged in in-depth discussions on three major themes: smart city development, infrastructure planning, and green sustainable development. The Surbana Jurong team shared practical experiences from Singapore, Southeast Asia, China, and the Middle East, while members of the Zhongyuan Association actively engaged in discussions regarding their respective companies’ development priorities and resource needs.
During the roundtable discussion, Ms. Weng Yingying, Chief Talent and Culture Officer of Surbana Jurong, shared insights from the perspectives of organizational development and talent strategy on how Surbana Jurong fosters its corporate culture of “Collaboration for a Brighter Future” across its global footprint—spanning 44 countries and employing over 15,000 people—and how the company supports its long-term development path through talent development. Her insights gave Zhongyuan Club members a deep appreciation for how the international competitiveness of a century-old enterprise stems not only from professional expertise but also from cultural identity and a deep pool of talent.
She went on to explain that the Group had specifically established a “Talent and Culture Department” (rather than a traditional Human Resources Department) to focus more on the employee experience than on mere process control. In the past, the Group invited nearly 1,000 employees from diverse backgrounds to participate in co-creating its culture, ultimately distilling three core values and launching six cultural initiatives along with corresponding habits to drive the team—which had previously consisted of more than ten distinct sub-brands—toward true integration as “One SJ.”
Mr. Zhang Shilong, Senior Executive Director of the Digital Technology Division, focused on cutting-edge practices in digitalization and smart cities. He explained how Surbana Jurong deeply integrates digital technology into urban planning, infrastructure projects, and sustainable development, using data-driven and intelligent approaches to make urban development more efficient, greener, and more resilient. His presentation outlined a clear path for attendees on how “smart cities” can move from concept to reality, sparking a lively discussion.
The on-site demonstration left a particularly deep impression on the delegation: the platform is fully integrated, offers end-to-end traceability, and is open and compatible, setting a new benchmark for digital project management. From crowd management to asset tracking, the Azure platform powered by 24K has already enabled thousands of smart city application scenarios; from border crossings to specific districts within major cities, the same set of operational capabilities can be flexibly reused to ensure secure, intelligent, and real-time responses—and this is just the beginning of the journey toward smart cities and green development.
During the discussion, Mr. Fan Ziping expressed his deep gratitude to Mr. Qiao Quansheng and Surbana Jurong for their warm hospitality. He noted that Surbana Jurong’s development journey—from addressing Singapore’s housing crisis to its current presence in 44 countries around the world—is in itself a history of entrepreneurship that “drives change through professionalism.” This aligns closely with Zhongyuan Association’s founding mission of encouraging its members to expand their horizons and connect with the global community.
“Real impact, made together.” Real change, achieved through collaboration and a shared vision. This is not only Surbana Jurong’s corporate philosophy, but also the perfect summary of this visit and exchange.
A Gathering Over Dinner, Expressing Feelings Through Fine Wine
After the successful conclusion of the visit, the guests from both sides proceeded to the Wuliangye Restaurant for a dinner banquet, where they continued the discussion from the morning’s meeting in a relaxed and cordial atmosphere, further deepening their mutual understanding. During the dinner, everyone engaged in a more candid and in-depth exchange of views on the development of their respective industries and future directions for cooperation.

This visit to Surbana Jurong gave the Zhongyuan Association delegation a more firsthand understanding of the international competitiveness of Singapore’s engineering consulting industry. A group that originated in Singapore, draws on local expertise, and serves urban development projects worldwide—the professionalism, long-term vision, and open-minded approach it embodies left a deep impression on every member present.
