Led by Mr. Fan Ziping of the Zhongyuan Association, a delegation of the association’s president visited the Zhengzhou Aviation Port Comprehensive Economic Pilot Zone. They conducted on-site visits and exchanges focused on the region’s development landscape and key industrial projects, gaining a multidimensional understanding of the vitality and potential of this national-level open platform—from its overall planning to the front lines of local enterprises.
The visit was also given high priority by the Zhengzhou Aviation Port Zone. Guo Peng (at the deputy director-general level), Deputy Secretary of the Party Working Committee and Deputy Director of the Administrative Committee of the Zhengzhou Aviation Port Zone, welcomed the delegation on behalf of the Party Working Committee leadership and provided an overview of the region’s development, fully demonstrating the Aviation Port Zone’s openness to deepening international exchanges and cooperation.
Chap. 1 A National-Level Open Hub: A “Hub City” Connecting the World
The Zhengzhou Aviation Port Comprehensive Economic Pilot Zone is the first national-level aviation port economic development pilot zone approved by the State Council, and it serves as the core hub for the Zhengzhou–Luxembourg “Air Silk Road.”
Leveraging national strategies and its geographical advantages, the Aviation Port Zone is gradually emerging as a key gateway for opening up to the outside world and a hub for industrial clustering in Central China.
In terms of spatial layout, the Aviation Port Zone covers a total planned area of 747 square kilometers and is located at the junction of Zhengzhou, Kaifeng, and Xuchang, offering substantial capacity for industrial development.
In terms of transportation infrastructure, the area has developed a multimodal transport system comprising an airport, high-speed rail, a land port, and a road port:
- The aviation hub connects to major economies around the world
- The high-speed rail network covers major cities across the country
- Seamless integration of the China-Europe Railway Express and road transport
In terms of industry, the region is focusing on core sectors such as electronics and information technology, new energy vehicles, and biopharmaceuticals, and continues to foster the development of large-scale industrial clusters.
The Aviation Port Zone is evolving from a “transportation hub” into an “industrial hub.”
Zhengzhou Aviation Port Area Civic Center—Building an Efficient and Convenient One-Stop Government Service Platform
The Zhengzhou Aviation Port Area Civic Center serves as a key hub for government and public services in the region. It integrates administrative approvals, government affairs processing, business services, and public services, and is dedicated to providing businesses and residents with an efficient, convenient, and standardized “one-stop” service experience.
Leveraging digital government systems and process reengineering mechanisms, the Civic Center enables the centralized handling of multiple services and interdepartmental collaboration, significantly improving administrative efficiency and providing strong support for business establishment and project advancement. At the same time, it serves as a key showcase for the business environment and service capabilities of the Aviation Port Zone.
During the visit, the delegation gained firsthand insight into the administrative service processes and digital management models, and gained a more concrete understanding of the Aviation Port Zone’s ongoing investments and achievements in optimizing the business environment.
Chapter 2: On the Front Lines of the Business: A Real-World Look from Platform to Project
After gaining a comprehensive understanding of the overall development of the aviation zone, the delegation visited companies on the front lines to gain further insight into the actual state of the region’s industrial development through on-site tours and discussions.
Henan International Road Transport Hub—Building a Cross-Border Road Transport Hub Connecting Asia and Europe
The Henan TIR International Road Transport Hub is the first TIR international road transport hub in China to achieve regular operations. Leveraging the policy advantages of the comprehensive bonded zone, it has established an integrated service system that combines transport coordination, customs clearance services, and warehousing and logistics.
Transportation routes to Russia, Kazakhstan, and other countries have now been established, serving thousands of import and export companies and establishing itself as a key cross-border land logistics corridor in the Central Plains region.
Zhengzhou Xinzheng Comprehensive Bonded Zone—Building a Key Gateway for Opening Up in the Inland Region
The Zhengzhou Xinzheng Comprehensive Bonded Zone serves as the core platform for the aviation zone’s opening to the outside world, integrating multiple functions such as bonded processing, international trade, and logistics distribution.
Leveraging “24/7 customs clearance” and a range of facilitation policies, enterprises can achieve efficient customs clearance and the coordinated development of international business within the zone, providing robust support for cross-border e-commerce and export-oriented enterprises.
Zhengzhou Lab-Grown Diamond International Trading Center (in preparation) — Driving the New Materials Industry Toward Internationalization
The International Lab-Grown Diamond Trading Center is committed to building a comprehensive platform that integrates trading, exhibition, promotion, and industry services, with the aim of promoting the standardized and regulated development of the lab-grown diamond industry.
Leveraging industry resources and policy support, the project is poised to become a globally influential platform for the trading and exchange of new materials, thereby driving industrial upgrading.
Airport Automotive Recycling Industrial Base (Uxin Used Car Industrial Park) — Building a Comprehensive Aftermarket Service System
This project, a key initiative introduced by the Aviation Port Zone, leverages Youxin Group’s established used-car operations system to create a comprehensive industrial base that integrates vehicle display and sales, inspection and maintenance, financial services, and after-sales support.
The park now has the capacity to host large-scale vehicle exhibitions and transactions, and has established a relatively well-developed automotive aftermarket ecosystem, which plays a positive role in driving regional consumption and industrial development.
Zhongyuan International Convention and Exhibition Center—Building a Major Exhibition and Convention Economic Platform in Central China
Located in the heart of the Aviation Port Zone, the Zhongyuan International Convention and Exhibition Center has a total floor area of 1 million square meters, making it the largest specialized convention and exhibition venue in central and western China.
The project integrates exhibitions, conferences, and business support services, and has the capacity to host large-scale international exhibitions and high-end business events; it is gradually emerging as a key platform for regional outreach and industrial exchange.
Chapter 3: From “Hub” to “Industry”: A Comprehensive Look at Development
Through this visit, the delegation gained a more comprehensive understanding of the development path of the aviation zone, ranging from macro-level planning to micro-level projects.
From transportation hubs to industrial clusters, and from platform infrastructure to the establishment of businesses, the Aviation Zone is accelerating the development of a globally competitive framework, driven by openness.
