A key platform for overseas Chinese business leaders based in the Central Plains
The Henan Federation of Overseas Chinese Businessmen was established in December 2011. It is a province-wide, federated, non-profit social organization approved by the Henan Provincial Department of Civil Affairs, with the Henan Federation of Returned Overseas Chinese serving as its supervising authority.
The Chamber of Commerce is voluntarily formed by overseas Chinese returnees and their families, overseas Chinese business organizations, enterprises owned by overseas Chinese, returnees from overseas studies, and relevant enterprises and institutions investing and starting businesses in Henan, creating a membership system with broad coverage and a diverse structure. As an integral part of Henan’s overseas Chinese affairs system, the Chamber, while accepting guidance and oversight, also undertakes certain service functions. It has established a collaborative mechanism with the China Federation of Overseas Chinese Entrepreneurs to participate in the integration of overseas Chinese business resources and coordinated development on a broader scale.
Against the backdrop of China’s ongoing deepening of its opening-up, the international resources and cross-border experience possessed by the overseas Chinese business community enable this platform to play a vital role in connecting the Central Plains with the rest of the world.

Huang Gou Winery | Quality and Innovation in a Traditional Industry
As one of the executive vice-chairman units of the Henan Provincial Federation of Overseas Chinese Entrepreneurs, Huang Gou Liquor is a baijiu producer that combines a rich historical heritage with a modern industrial system. Founded in 1958 and based in Yongcheng, Henan, the company draws on the region’s deep historical and cultural resources to continuously drive innovation and development while preserving traditional brewing techniques.
Currently, the company has established a comprehensive development model that integrates raw grain cultivation, distillation and production, cultural exhibitions, and cultural tourism experiences. It operates three major distillation bases covering a total area of over 4,000 mu, with an annual production capacity of 35,000 metric tons of premium baijiu.
At the product and technology level, the company has pioneered a flavor profile known as “fragrant-style baijiu” and participated in the formulation of relevant industry standards, gradually establishing a distinctive development path. At the same time, by exploring the integration of “production, culture, and experience,” the company is driving the traditional manufacturing sector toward greater quality and diversification.

Representatives of Chinese-Malaysian Enterprises | The Power of Cross-Border Resource Connections Within the Overseas Chinese Business Community
As an integral part of the Executive Vice President system of the Henan Provincial Federation of Overseas Chinese Entrepreneurs, representatives from the China (Henan) Office of the Malaysian Chamber of Commerce and Industry also participated in the reception and interactions during this visit and exchange.
Leveraging regional resources in Southeast Asia and experience in cross-border cooperation, these platforms serve as a bridge in facilitating the alignment of Chinese and foreign resources, providing enterprises with diverse support pathways for “going global” and “bringing in” resources, including market expansion, channel coordination, and project matching.
